Francoise Noel Catenaro was born on 19 December 1969. She is of Italian, Spanish, and Hawaiian ancestry. Miss Noel grew up in Queens, New York and attended parochial school for several years and then went to public elementary schools. She graduated from Division Avenue High School, in Levittown, NY, in 1987.
