Frances Welter，History: Born an identical twin in San Francisco, California. Frances is a cum laude honors graduate with a B.A. in Dance/ Physical education from San Francisco State University. While training with the Oakland Ballet Academy and Modern dance teachers, She performed and choreographed in two Bay Area dance companies.
