Bill Jeffrey, circulation manager of the Evening Call, quits and joins the cross-town rival paper, the Star Bulletin. Bill's boss, publisher J. C., and his assistant, Mack MacCallum, want to use strong-arm tactics to regain readership lost to the Star.
