Tomio and his younger brother Shizuka run a bar "Zenigata" in a backstreet of a fishing port. At midnight, the bar changes to lender "Zenigata." Tomio and Shizuka lend money and charges the borrower high interest. One day, Yakumo Kenmochi, who is a former boxer, asks Tomio and Shizuka to work for them.
