Thabet Bey, the public prosecutor, imposes a severe punishment on Abdulkhaleq Shafi, an employee of a government department who takes money from the treasury to buy medicine for his sick mother on intention to refund the amount the following day. Gamil, the public prosecutor's son, is arrested for murdering the dancer Fifi, and so events follow.
